Asst. Principal At NYC School, And Other Employee, Both Accused Of Raping Students
The assistant principal of a public high school raped a 17-year-old recent graduate in his office and his employee forced another student into oral sex, a new report revealed.
William Abreu, the assistant principal of Progress High School for Professional Careers on Grand Street, raped the 17-year-old girl in 2009 and threatened to have her deported if she didn’t comply, the investigation by the Special Commissioner of Investigation for the New York City School District said of the 2009 incident.
Abreu had hired the girl to work in his office and “knew she did not have the appropriate immigration documents to live and work in the U.S.,” the report said.
“If you don’t allow me to touch you, I will have to call Immigration,” Abreu told the girl, and he then began fondling her and forced her to have sex with him, according to the report.
Abreu allegedly continued to threaten and to sexually abuse the girl throughout the summer, and he warned her that if she stopped showing up to work he would “go to Immigration” and report her status. Abreu also allegedly stole $1,500 from the girl’s mother “on the false promise he would obtain an [immigration] attorney for her,” the report said.
And when the girl resisted having sex with Abreu, he passed her off to after-school employee Juan Martinez, who told her “you have to do the same thing with me that you did with Abreu,” the report said.
Martinez, who worked at the school’s after school program Progress Inc., also bullied a 16-year-old student to have sex with him in his office two years later in 2011, the DOI report said.
Abreu, who had employed the 10th-grader to do “administrative tasks” in his office, told the girl she had to “dress sexy” and let him have sex with him if she wanted to keep her job in the office, according to investigators.
“If you want to continue working here, you have to have sexual relations with me,” Abreu allegedly told the girl, adding that he would take her to out-of-town “political functions” where “she would be paid for having sex with others.”
Abreu has been “suspended without pay since a June 2012 report…which substantiated that he made inappropriate sexual remarks to three 15-year-old female students,” the DOI said.
Investigators said that the city’s Department of Education should dismiss Abreu and deemed Martinez ineligible for employment. The commission has referred their report to the Brooklyn District Attorney’s office for further action.
No charges have been filed against either man, prosecutors said.
A voicemail requesting comment left at Progress High School was not immediately returned.
A spokesman for the Department of Education said neither employee would be eligible to work for the agency.
“The actions by both Abreu and Martinez are reprehensible,” said the spokesman. “William Abreu is currently suspended without pay and we are seeking his termination. Juan Martinez is ineligible to work for the Department of Education.”
A message for the principal’s union requesting comment did not receive an immediate response.
Efforts to reach Martinez were unsuccessful.
